2023-2025 IFO/MinnState Contract Settlement Information
HIGHLIGHTS
Salary Increases
total base salary increase = 10.3%
FY24 (Academic Year 2023-2024):
5% total increase for tenured, probationary, and fixed term appointments:
2.6% across-the-board increase; plus
1 step increase (2.4%) for returning faculty.
5% increase for adjunct and community faculty
From $1,645 to $1,727 per credit.
HRA employer contribution increased from $800 to $1000 (effective January 2024)
Two additional steps at the top of the salary schedule.
Increase the maximum step for Instructors from 20 to 22.
FY25 (Academic Year 2024-2025):
5.3% total increase for tenured, probationary, and fixed term appointments:
2.9% across-the-board increase; plus
1 step increase (2.4%) for returning faculty.
5.3% increase for adjunct and community faculty:
from $1,727 to $1,819 per credit.
Additional one step at the top of the salary schedule.
Hyflex/Multi-modal Overload Pay
Beginning spring semester 2024, faculty teaching hyflex/multi-modal courses will receive one credit of load or overload for each course (at the university’s discretion); hyflex/multi-modal courses are defined as in-person instruction with an online component that is synchronous and/or asynchronous.
IFO and MinnState will convene a joint Taskforce to assess hyflex/multi-modal teaching assignments. The Taskforce will issue a report and recommendations by October 1, 2026.
The terms of this pilot provision are set to expire on August 15, 2027.
Professional Study and Travel Funds Reimbursement increases
U.S. General Services Administration and U.S. Department of Defense rates will no longer apply.
Meals will be reimbursed at 1.25 times the State of Minnesota Managerial Plan rate. Pending legislative approval, new rates will be:
$13.75 for breakfast,
$16.25 for lunch,
$23.75 for dinner, for a
$53.75 daily per diem
Lodging will be reimbursed at the actual cost.
Professional Development increases
Professional Improvement Funds available for faculty in tenured, probationary, and fixed term appointments to increase from $680,000 to $800,000 (Article 19, Section A, Subd. 3).
Professional Improvement Funds available for community faculty to increase from $68,000 to $75,000 (Article 10, Section J, Subd. 4b).
Professional Improvement Funds available for adjunct faculty to increase from $80,000 to $90,000 (Article 19, Section A, Subd. 4).
Tuition Waiver Expansion
Tuition waiver is expanded to MinnState 2-year institutions for spouse/domestic partner and dependent children up to 18 credits (of the total 30 credits of waiver per academic year).
Disability advocacy
NEW Section E, Subd. 1 Reasonable Accommodation Requests
The university may create and use a form to document a request for reasonable accommodations where the need for accommodation is not obvious; the form may not contain a general release of medical records.
NEW Section E, Subd. 2 Union Representation During Reasonable Accommodation Process
A union representative may accompany faculty throughout the reasonable accommodation and related appeal processes.

The university’s response to an accommodation request is not grievable.
